    Delegate Shott moves that the Committee Substitute be amended on page 7 on line 65 of section 1a immediately following the word “parties” by inserting the following new subsection, designated as subsection (g), all to read as follows:

“(g) The provisions of this section shall become effective on January 1, 2017.”
